The Landscape

Who produces the thinking this industry runs on, what each source is actually for, and where its incentives bend it. We read all of these and cite most of them. None of them, including us, should be read alone.

Modular Building Institute

What it is for. The industry's own record of itself: the annual PMC market estimate with FMI ($20.5B US, 2025), the Canadian and relocatable reports, Modular Advantage magazine, the Inside Modular podcast, World of Modular, the Awards of Distinction, and the only continuous state-by-state tracker of off-site regulation and code adoption. Co-author with ICC of the 1200/1205/1210 standards.

Read it for. Regulatory changes, standards, M&A and personnel news, practitioner articles on DfMA and factory process, project profiles.

What it won't tell you. Which projects failed and why; anything about the capital stack since a 2020 toolkit; whether approvals travel between states; plant-level output; the counter-evidence on embodied carbon; much about Canada; or labour's side of the prevailing-wage fights it is litigating. Full reports are member-gated. Magazine articles are largely contributed by members about their own work. Our full reading guide is Pillar 07.

McKinsey Global Institute

What it is for. The strategic frame. Modular construction: From projects to products (2019) supplied the 20–50% schedule and "up to 20%" cost figures the whole sector quotes, plus the $130B Europe/US market projection; Reinventing construction (2017) supplied the productivity-gap argument.

Read it for. The macro case, the value-chain logic, the mature-market comparison (Japan, Scandinavia).

What it won't tell you. It is seven years old and global; it has no US code, jurisdiction or financing detail. Its own caveat — that cost savings above 20% are "the exception, not the norm" — is the most under-quoted sentence in the industry.

Terner Center for Housing Innovation, UC Berkeley

What it is for. The best independent policy analysis of factory-built housing in North America. Potential Pathways to Scale Innovative Construction Methods in California (March 2026) set out seven themes and forty actions from input across developers, manufacturers, lenders and trades, and fed the state's Select Committee on Housing Construction Innovation. Earlier work documented cost and schedule outcomes (e.g. 833 Bryant Street) with methodology.

Read it for. Financing friction, code and standards reform, demand aggregation, workforce — with the trade-offs stated.

What it won't tell you. Much outside California, or anything about commercial (non-housing) modular.

International Code Council

Standards body · US

What it is for. Publisher, with MBI, of the off-site construction standards: 1200-2021 (planning, design, fabrication), 1205-2021 (inspection and compliance), 1210-2023 (MEP, energy, water), consolidated in a 2025 edition.

Read it for. The text of the standards and adoption news.

What it won't tell you. Adoption is state by state and, five years on, stands at two states (Virginia, Colorado). ICC does not track reciprocity.

CSA Group · Canadian Home Builders' Association

Standards body · trade association · Canada

What it is for. CSA A277, the factory-certification standard that gives Canada a near-portable factory label; CHBA's plain-language summary of which provinces mandate versus accept it; joint policy papers on the modular opportunity.

Read it for. How Canadian factory certification actually works and who mandates it (Alberta, Quebec, Yukon).

What it won't tell you. Interprovincial acceptance in practice, procurement outcomes, or anything critical of the regime. CHBA is a builders' lobby; read it as one.

Dodge Construction Network

Market research · US

What it is for. Periodic Prefabrication and Modular Construction SmartMarket reports surveying owners, architects and contractors on adoption drivers, obstacles and expectations.

Read it for. Buyer-side sentiment data, the BIM–prefab link.

What it won't tell you. Anything about output or outcomes; it measures intentions. We could not confirm a 2025 or 2026 edition; the most recent we can cite predates the pandemic recovery.

Industry body · government taxonomy · trade press · UK

What it is for. The seven-category MMC definition framework that gives Britain a shared vocabulary North America lacks; BOPAS accreditation for lender confidence; trade coverage of the tallest volumetric buildings in the world (101 George Street, Croydon).

Read it for. Taxonomy, high-rise volumetric precedent, and the cautionary record of UK volumetric manufacturer failures since 2022.

What it won't tell you. Anything North American. Different codes, different financing, different labour market; borrow the ideas, not the numbers.

Trade journalism

What it is for. Actual reporting: financings, M&A, closures, lawsuits, the Katerra and VBC stories, Boxabl's listing.

Read it for. What happened, dated, with named sources.

What it won't tell you. Depth. Modular is one beat among many; coverage follows press releases and rarely returns to a project after the ribbon-cutting.

Auditors, courts and filings

Primary sources

What it is for. The only unconflicted record of outcomes. Toronto's Auditor General on the Modular Housing Initiative (63% over budget); the Forest City–Skanska litigation over 461 Dean Street; Katerra's Chapter 11 docket; WARN notices and assignment-for-creditors filings (Harbinger, 2026); SEC filings (Boxabl, Champion, Cavco); state legislative records (Oregon HB 2688, New York S.2536a, Pennsylvania SB 908).

Read it for. Numbers nobody chose to publish.

What it won't tell you. Anything about the projects that went well — success rarely generates a docket.

Practitioner blogs and newsletters

Independent · variable

What it is for. Watching filings and saying what the trade press won't. Offsite Straight Talk flagged Harbinger's WARN notice and asset sale; crowdfunding analysts have tracked Boxabl's filings more closely than anyone. Manufacturer blogs (VBC, Z Modular, Autovol) are useful on process when read as marketing.

Read it for. Early signals and dissent.

What it won't tell you. Consistency; sourcing varies, and some authors have positions. Verify before citing — we do.

Volumetric Building

What it is for. Continuous, cross-border, source-cited coverage with the failures and the financing in the frame; the Reciprocity Tracker and Factory Ledger that no trade body publishes.

What we won't tell you. Anything we cannot source. Where a widely repeated figure has no primary basis we say so rather than repeat it, and where our view exceeds the evidence it is labelled an editorial position. We have no members, sponsors or advertisers in the sector; the site is produced as an independent editorial project by Click Shift Marketing, and any article touching an agency client's business says so at the top.
